What is the deal with .08% BAC?

Most states in the United States rule that the legal limit for operating a motor vehicle is a .08% blood alcohol content. This is not an arbitrary limit but has reasoning in the amount of impairment most individuals experience at that percentage. Depending on body weight, most people reach the .08% limit after drinking one or two drinks in an hour. At this level of intoxication, functioning is definitely impaired, with walking, speech, and hand movements more clumsy and chance of car accidents increased substantially.
